DOGE-UN is an independent advisory that utilizes the brightest minds in international relations and technology to restore the United Nations Organization to its original purposes of peace, development, and human rights through convening the world’s countries and acting on their agreements.

DOGE-UN is a non-profit organization incorporated in the State of New York, USA.

The Hon. Hugh T. Dugan

Principal

Hugh Dugan served on the US National Security Council as Special Assistant to the President and Senior Director for International Organization Affairs (2020-21). He brought his expertise to bear upon US participation in the United Nations and in dozens of other international organizations, such as the World Health Organization at the height of the global pandemic.

Mr. Dugan asks, “Is the United Nations working, and is it working for us?”

He served as US Delegate to the United Nations and Senior Advisor to eleven UN Ambassadors for twenty-six years - among the longest-serving Americans in United Nations history.

As the US lead negotiator on UN reform, his collaborations in New York and Washington lowered America’s annual UN dues by millions since 2000.

Mr. Dugan is Senior Fellow of the Center for UN and Global Governance Studies at Seton Hall University’s School of Diplomacy where he served as Visiting Scholar and professor.

In the realm of hostage politics, Mr. Dugan served as US Acting Special Presidential Envoy for Hostage Affairs, facilitating the recovery of many hostage and wrongfully detained compatriots around the world.

As a frequent commentator in live and print media including his Newsmax column “The UN and Beyond”, Dugan calls for an accountable UN Organization and a diplomacy serving America’s values, interests, and policies.

Mr. Dugan holds a Bachelor of Science in Foreign Service degree from Georgetown University, a Master of Arts in Law and Diplomacy degree from The Fletcher School of Law and Diplomacy, and a Master of Business degree from the Wharton School.

Dugan is recognized by the International Olympic Committe as a world authority on the Olympic Truce and is President of the Truce Foundation.

H.E. Mr. Vuk Jeremić

Senior Adviser

Vuk Jeremić is the President of the Center for International Relations and Sustainable Development (CIRSD), a global public policy think-tank, and Editor-in-Chief of the quarterly magazine Horizons – Journal of International Relations and Sustainable Development. He is a Professor of Practice at the Sciences Po Paris School of International Affairs.

In 2016, Mr. Jeremić participated in the official election for UN Secretary-General. After six rounds of voting in the UN Security Council, he finished the race in second place, behind Mr. Antonio Guterres.

In June 2012, Mr. Jeremić was directly elected by the majority of the world’s nations to be the President of the 67th session of the UN General Assembly, in the first contested vote since the end of the Cold War. During his term in office, he played a leading role in steering the UN towards the establishment of the Sustainable Development Goals (SDGs).

Mr. Jeremić served as Serbia’s Minister of Foreign Affairs from 2007 to 2012. In 2007, he chaired the Council of Europe’s Committee of Ministers.

Mr. Jeremić has lectured at major universities, think tanks, and institutes worldwide, as well as published opinion pieces in leading outlets, including the New York Times, Washington Post, Wall Street Journal, Financial Times, and Le Monde.

Mr. Jeremić holds a bachelor’s degree in Theoretical and Experimental Physics from Cambridge University and a master’s degree in Public Administration/International Development from Harvard University’s John F. Kennedy School of Government.

Mr. Jeremić served as the President of the Serbian Tennis Federation from 2011 to 2015.

Mr. Daniel Wagner

Adviser

Daniel Wagner is the CEO of Country Risk Solutions and has more than three decades of experience assessing cross-border risk. He is an authority on political risk insurance and analysis and has worked for some of the world’s most respected and best-known companies, including AIG, GE, the African Development Bank, the Asian Development Bank, and the World Bank Group. Until the end of 2023 he was Adaptation Finance Lead and Technical Advisor on Private Capital Mobilization for COP28 in Abu Dhabi and Dubai. Prior to that he was Senior Investment Officer for Guarantees and Syndications at the Asian Infrastructure Investment Bank in Beijing and Abu Dhabi.

Mr. Wagner published eleven books - including AI Supremacy, Global Risk Agility, and China Vision - as well as more than 700 articles on current affairs and risk management. He is a regular contributor to such publications as the South China Morning Post, Sunday Guardian, Diplomatic Courier and Fair Observer, among many others. Mr. Wagner holds a Bachelor’ of Science degree in political science from Richmond University in London, a Master of Science degrees in international relations from the University of Chicago, and a Master of International Management degree from the Thunderbird School of Global Management.

Mr. Peter Pakalski

Outreach and Operations

Peter Pakalski is the Outreach and Operations Lead at DOGE-U.N., bringing expertise in international trade compliance, finance, and technology.

Mr. Pakalski drives operational efficiency and strategic development, leveraging his experience in GTM strategies and navigating complex regulatory frameworks.

Mr. Pakalski is a graduate of the University of Colorado Boulder, Leeds School of Business.

DOGE-UN emerges as the first-ever “Wall Street analyst” for the “international organization industry”. It analyzes each institution and the broader geopolitical marketplace on whether to “hold, buy or sell” their stakes in international organizations.
